A rushed and flawed welfare scheme?

The Indian welfare state is set for a reinvention, as subsidies of all kinds are in the process of being monetised into cash transfers. We don't think so. India requires significant additional capability in identifying households and in linking households to bank accounts. Scaling up nationally without building this capability will likely result in failure, and the Indian government should instead look to emulate the successful bottom-up implementation approach of Brazil's Famlia with gradual scale up from the regional to the national level.

The merit of cash transfers lays in the potential greater efficiency of cash, as compared to in-kind subsidies, in expanding choice and enabling poor households to purchase goods and services that they need. Of course, this increase in economic welfare will only be realised if the cash transfer is equivalent in purchasing power to the subsidy. This is not always the case, as a cash transfer pilot for kerosene in the state of Rajasthan highlights: the cash transferred was insufficient for families to purchase their monthly requirement of kerosene, as the market price increased substantially. There are two framed works from artist Jeremy Gentilli, one original composition and one print known as the "English Gentleman," an homage to her late husband.

In search of a narrative, I took a drive through the suburbs to look at the many mosaics Stone turned out while living in Johannesburg until his move to Cape Town in 1996.

In Rivera (next to Killarney), theres a high wall hiding a mansion on which Stones images, now crumbling, of a violin player and various friendly faces offer some relief from the impersonal relentlessness of the security barriers weve become accustomed to. Exhibit by artist battling Parkinson's on display

Gail Paggiola was about 3 years old she met Dona Greaney Winners in preschool. As the two grew up together in Manchester, Paggiola recognized and admired Winners' keen artistic ability."We were in the Craft Club at Manchester High School," said Paggiola. "She would make wonderful jewelry." As an adult, Winners was gifted in quilting, knitting and gardening. But her true flair comes out through her paintings.

Vibrant colors, simple shapes grouped into complex arrangements, shades that sharpen and fade. Each canvas is riotously different,We are one of the leading manufacturers of granitecountertops in China but all are joined by a graceful, unique style. It is all the more remarkable that the artist produced the works while battling Parkinson's disease.Paggiola brought a collection of Winners' works to the South Windsor Public Library, where an exhibit will be on display through the end of July across from the children's section. "She used to be an oil painter until the shaking stopped her," said Paggiola. Winners turned to a new medium: tissue paper painting. Browsing through her works reveals that hydrangeas, wisterias, roses and foxgloves are among her floral muses; giraffes, elephants, swans, foxes and hummingbirds are among her animal ones. Some works are 3D, popping off the surface, while in others, the tissue is so flat it appears to be part of the canvas.

Paggiola said that when an art teacher taught Winners tissue paper painting, he was so impressed by her adoption of the method that he urged her to write a book about it, which she did and hopes to publish.Paggiola reports that her friend's case is worsening. "She had deep brain surgery," said Paggiola. "She has tremors on both sides of her brain." Medication once gave her a 20-minute window during which she could do her art. "But now I don't think she even has that," said Paggiola.

The exhibit at the library is a way for Paggiola to recognize Winners' talent. "I'm doing this to validate her as an artist," she said. The art also stands as testimony that those with debilitating illnesses can break free from their restrictions. "Mary [Etter] from the library said it shows that people with Parkinson's don't have to give up everything," Paggiola said.

His painting, "Kettle," is also part of his collection currently on display at the library. The artwork, which, despite something Nicks father, Al, says was his sons second attempt at oil painting, won him the Scholastic Art Silver Key in the 90th Annual Scholastic National Art Competition held at a reception at the Montclair Art Museum earlier in the year.

Galaxy S4 and HTC One Stock Android Versions Hands-On

The One with Sense enabled was already pretty much the snappiest phone we've ever used. With stock Android, it's even faster. Apps open just a little bit quicker and swiping around the UI is just a little bit smoother. The biggest difference you'll notice, though, is that it's just cleaner. Android 4.2.2 (Jelly Bean) is a very minimal OS. Apps like the calendar, the clock, and even the apps drawer are more paired back and easier to use. Desktop customization, for example, is much simpler.

You still get the same great phone on the hardware side. From a design standpoint it's still our favorite phone ever, and it's by far the most satisfying to hold. The screen is incredibly sharp and looks just as good as it did on the skinned version. The dual, front-facing speakers still sound incredible (best sounding phone ever), and when you have headphones in you have that same Beats by Dre EQ, which focuses on the bass a little more and sounds very good (the HTC One has a dedicated pre-amp to help with this). Unfortunately, it's not all good news.

The worst news is that the camera doesn't work nearly as well anymore. You might recall how the HTC One's ""ultrapixel"" sensor took the win in our smartphone camera battle. Clearly, HTC's camera software had something to do with balancing that rather unique sensor, because the stock Android camera app doesn't do nearly as good of a job. Photos tend to be washed out, over-exposed, and under-saturated. Even in low light, it isn't as good. This is the biggest disappointment of the stock version, and it should be something Google can correct with a software update, it's just a matter of will it,Large collection of quality cleanersydney at discounted prices. and how soon? The new camera app itself is very cleanly laid-out and easy to use, but you lose a lot of the advanced shooting features found in the Sense camera app (though many of these reappear in the editing menu in stock Android's Gallery app), in addition to the specialty modes, though you do gain Google's mega-panoramic PhotoSphere, which is fun but is ultimately a small consolation.

Then there are other small things you took for granted. In HTC Sense's dialer app, you can start punching a friend's name into the number pad (using the superscript letters) and it will quickly pull up contacts. The stock dialer doesn't do this, so you have to scroll through your long list of contacts. HTC Sense offers built-in profiles-an easy way to switch between Normal, Vibrate, and Silent modes. Not so in stock. Also, the HTC One has a built in IR blaster for using your phone as a remote control. Not only does the stock version not come with a preinstalled app that lets you use it, but as of right now there are no apps in the Play Store that can take advantage of it, either. We were told that would be coming, but we don't know when (we've reached out for more information).

There's also the rather steep sticker price of $600. That's not crazy for an unlocked, unsubsidized phone, but people who are used to paying $200 for a high-end phone and have their wireless carrier take care of the rest (as a part of a two-year contract, typically) may experience some sticker-shock.

There is, of course, on major advantage to the stock version we haven't mentioned yet: Updates. The stock version of the HTC One will all but certainly be upgraded to the newest version of Android right along with (or at least close to) the Nexus program. For people who want the latest and greatest coming out of Google HQ, this is huge.

The stock HTC One runs on AT&T, T-Mobile, and other GSM carriers (i.e. not Verizon or Sprint),An cleaningservicesydney is a network of devices used to wirelessly locate objects or people inside a building. and yes, LTE works. We tested it on AT&T's network in NYC, and when we had four bars of LTE we averaged download speeds of over 20Mbps and upload speeds of over 12Mbps. We did have some problems with our radio, initially, but after talking with Google it appears that was unique to our particular test unit. And once we worked out the bug (it chose the wrong APN, for you geeks out there), it performed flawlessly. So, really, our only major gripe here is the camera. We've reached out to Google about it, and will update if we hear anything back.

Samsung's TouchWiz is such a heavy skin that it slows things down despite the super-fast 1.9GHz quad-core Snapdragon 600 processor in its belly. With the HTC One, stock Android made it kinda faster. With the Galaxy S4, it's definitely noticeable. Scrolling through menues and across screens is faster and smoother. Apps generally open faster, and most importantly, there is now almost zero shutter lag on the camera, whereas the TouchWiz version can lag behind by as much as a second.

Stock Android is stark in its cleanly minimalism by comparison. The stock apps look better and are more intuitive to use almost without exception. Desktop customization is way simpler. We were also able to install and use Google Wallet on it (not so on the HTC One), which typically blocked by AT&T, we though.

On the hardware side, thankfully, photos the 13MP camera look almost identical to those on the TouchWiz version. Again, the camera app is much simplified, and though you gain PhotoSphere and easier access to HDR, you lose a lot of the fun camera modes that Samsung came up with, like Drama Shot (which superimposes several images of a subject in motion into a single shot) and animated GIFs. As you know, the Galaxy S4 features a micro SD card slot, and while you can read files off of it (photos, etc.) you can't take full advantage of it. For example, there is no native way to move apps over to your SD card, as there is in the skinned versions of Android.

There are, of course, things you lose that you will miss. Again, TouchWiz's dialer lets you punch in numbers to get to your contacts quickly, stock Android's dialer doesn't (please fix this, guys!), and you lose TouchWiz's profiles feature as well. TouchWiz has some handy shortcuts to settings within the notification screen and some people may miss those, but for our money, the way stock Android handles it is better, and keeps your notification panel looking cleaner and easier to read.

Cheating epidemic?

As the uplifting strains of "Pomp and Circumstance" echo through the quads of colleges and universities during graduation season, teary parents and ecstatic students celebrate a job well done. 

You know the story line: Hard work triumphs.The term 'indoorpositioningsystem control' means the token that identifies a user is read from within a pocket or handbag. We dutifully pass knowledge from one generation to the next. The phrase etched into the red sandstone of a soaring building at my alma mater, Colorado College, sets out our ideals: "Ye shall know the truth and the truth shall set you free." 

But look more closely at the professors and administrators in those quads and on those stages. Some may seem a little nervous, crossing their fingers behind those flowing gowns, hoping that every student truly earned a diploma. Unfortunately, stories of cheating are rife. One well-respected university unwittingly gave a master's degree with honors, no less to a student who paid thousands of dollars for the piece of paper. 

That student secretly confessed to a colleague of mine, Evangeline Litsa Mourelatos, an English professor at the American College of Greece in Athens. Through her work on academic integrity, Mourelatos tells this student's story so we will all know that cheating can happen even with apparent honor students and even in our own backyards. 

Around the world, many of us are caught in a perpetual game of cat and mouse. The reality is that cheating is out of hand. Paper mills have become ubiquitous. Do a simple Google search and dozens of sites will pop up. 

Their ads are brazen and alluring. They show cartoon drawings mocking the process and urging young people to fool their professors. Students sit lazily on couches surrounded by empty beer bottles while papers get written for them. 

The quality of the work ranges from comically poor to highly professional. You get what you pay for. 

Then there is the more subtle cheating. Students raised on computers have learned to "write" papers by getting a little information here and a little there. 

That's not so different from the dark ages when we copied straight from Encyclopedia Britannica. But by the time students are in high school, college and beyond, we want them to think for themselves, to be able to make coherent, original arguments. 

Good students will find and properly credit multiple sources to come up with a salient point of view of their own. Others stay one step ahead of the software that we use to catch plagiarism by changing a few words here and a phrase or two there.Welcome to Find the right laser Engraver or plasticcard . 

They will open five sites at a time on their computer and take one sentence from Wikipedia, altering it just a bit, then one from the next site, and so on and so on. 

Nearly 25 years ago, when I was in college, we took unproctored exams anywhere on or off campus. I signed my name with the phrase "Honor Code Upheld" on all assignments, tests and papers. I did this because those words mattered. We had a culture of trust on campus. I'm sure some students still cheated, but the overwhelming majority did not because every professor educated us about the school's honor code. We respected our obligations and felt like adults when we were given the responsibility to uphold the code whether we took an exam under a tree or in our dorm rooms. 

Today, I teach environmental science, geology and geography classes at the University of Denver. If our students are like thousands of others across the United States, as many as 50 percent of them would admit in informal surveys to cheating at some point in college. 

Donald McCabe is a professor of management and global business at Rutgers University and the founding president of the International Center for Academic Integrity, the group that's leading the fight against cheating in higher education. McCabe recently surveyed more than 82,000 undergraduate and graduate students in the U.S. and Canada. He reports that more than 40 percent of students admit to working with others on a project when instructed to work alone and more than 33 percent admit to copying information from Internet sources without proper citations. 

These findings are depressing for those of us who believe that part of our job as professors is to teach integrity. When the cheating machine overwhelms institutions of higher learning, it's no surprise that some students go on to take corrupted values straight to the professional world, where the stakes are even higher. 

Stockbrokers, lawyers and bankers who cheat can bring our economy to its knees. Around the world, hacking is far faster than innovating. Want to see what your competitors are doing? Just steal their proprietary business plans, military secrets or software. 

I contend that we must strengthen honor codes and make them meaningful. Secondly, professors cannot be lazy. We must stay one step ahead of students and give them ever more inventive assignments so we can teach them to think for themselves. And we can take a very pragmatic approach. Students like to be happy. So, let's show them that living honestly is a remarkably direct path to happiness.

Again, we are not alone. Even at schools where honor codes have been cornerstones of campus culture for decades, they are not working as well as they once did. Easy access to the Internet and omnipresent digital technology have made it too tempting to cut and paste borrowed ideas and call them your own or to share exam answers.

Bike sharing goes global

Politicians, lobbyists, and tourists alike can ride bicycles along a specially marked lane between the White House and the U.S. Capitol, part of the 115 miles of bicycle lanes and paths that now crisscross Washington, D.C. In Copenhagen, commuters can ride to work following a green wave of signal lights timed for bikers. Residents in Chinas happiest city, Hangzhou, can move easily from public transit onto physically separated bike tracks that have been carved out of the vast majority of roadways. And on any given Sunday in Mexico City,Choose the right bestluggagetag in an array of colors. some 15,000 cyclists join together on a circuit of major thoroughfares closed to motorized traffic. What is even more exciting is that in each of these locations, people can jump right into cycling without even owning a bicycle. Welcome to the era of the bikeshare.

Cyclists have long entreated drivers to share the road. Now what is being shared is not only the road but the bicycle itself. Forward-thinking cities are turning back to the humble bicycle as a way to enhance mobility, alleviate automotive congestion, reduce air pollution, boost health, support local businesses, and attract more young people. Bike-sharing systems distributed networks of public bicycles used for short trips that integrate into robust transit networks are being embraced by a growing number of people in the urbanizing world who are starting to view car ownership as more of a hassle than a rite of passage.

Today more than 500 cities in 49 countries host advanced bike-sharing programs, with a combined fleet of over 500,000 bicycles. Urban transport adviser Peter Midgley notes that bike sharing has experienced the fastest growth of any mode of transport in the history of the planet. It certainly has come a long way since 1965, when 50 bicycles were painted white and scattered around Amsterdam for anyone to pick up and use free of charge. Unfortunately, many of those bikes quickly disappeared or were damaged. In the 1990s, several Danish cities began more formal systems, with designated racks and coin deposits to check out bicycles. Copenhagens famed Bycyklen (City Bike) program, which has been an inspiration to many cities, finally closed at the end of 2012 after operating for 17 years with more than 1,000 bicycles. It is set to be replaced by a modern system in 2013, which could help Copenhagen meet its goal of increasing the share of commuting trips on bike from an already impressive 36 percent to 50 percent.

Modern bike-sharing systems have greatly reduced the theft and vandalism that hindered earlier programs by using easily identified specialty bicycles with unique parts that would have little value to a thief, by monitoring the cycles locations with radio frequency or GPS, and by requiring credit card payment or smart-card-based membership in order to check out bikes. In most systems, after paying a daily, weekly, monthly, or annual membership fee, riders can pick up a bicycle locked to a well-marked bike rack or electronic docking station for a short ride (typically an hour or less) at no additional cost and return it to any station within the system. Riding longer than the programs specified amount of time generally incurs additional fees to maximize the number of bikes available.

Although the Netherlands and Denmark had far more pervasive cycling cultures, it was France that ushered the world into the third generation of bike sharing in 1998, when advertising company Clear Channel began the worlds first public computerized program with 200 bikes in the city of Rennes. The country moved into the big leagues in 2005 when Lyon, Frances third largest city, opened its Vlov program with 1,500 bikes at some 100 automated self-service docking stations. Its success an apparent 44 percent increase in bicycle ridership in the first year paved the way for large-scale bike sharings early shining star: the Vlib in Paris.

Vlib was launched in 2007 with 10,000 bicycles at 750 stations, and it quickly doubled in size. By the end of 2012, Vlib,Laser engraving and laser customkeychain for materials like metal, which is funded in a 10-year contract with advertising firm JCDecaux in exchange for street-side ad space, could claim more than 224,000 annual members and had surpassed 130 million trips. With bikes accounting for just 3 percent of traffic, though, there is still room for growth, and that is the plan. In the Netherlands, a different breed of bike sharing run by the national railroad makes some 5,000 bikes available at more than 240 rail stations and other popular commuting spots. Meanwhile, BSE will move scrips of 32 companies to the 'trade-to-trade' segment with effect from April 29, 2013. Some of these companies include Resurgere Mines, Vijay Textiles, Visagar Financial Services and Zenith Health Care. The internet is great, dont get me wrong. Its amazing the amount of information available at our fingertips. We can learn the news seconds after something happens. We can use the search bar to get information on any topic. We can text conversations to our friends and not actually have to hear their voice. The look of the modern day sports fan is changing. We used to just sit on the couch and watch the games but now were using facebook, Twitter and other social media platform to express our opinions about what were watching. In a society where many voices get drowned out by the masses, its nice to have an outlet. But does it distract you from being a fan? Is it unhealthy?

Take the Boston marathon bombing story. On Friday, you could find constant updates on the internet and television and you could totally immerse yourself in the story. But total immersion many times can take you away from the other responsibilities in your life. I wonder how many people get so into every aspect of a story or sporting event that they end up ignoring the important people in their lives. Like their wives. Their husbands. Their kids. And what example do we set when we spend too much time in front of the computer and phone instead of with them, engaging them, asking them about their days, picking up a ball and playing with them?

I am just as guilty as the next guy of spending too much time on my phone. Putting it away is tough. It takes a lot of will power. But I always feel better when I take a break from technology and spend more quality time talking to my family and other people. You know, face-to-face, not Face Time to Face Time. But I do wonder how all this technological immersion will affect our society five, ten, 20 years down the road. Hopefully not for the worse.
